Is there a color picker and identifier program?

Is there a program out there that allows the user to user a picker or in some way click onto a color in an image on a computer screen, and the program identifies the color and the different colors (by name) that would be needed to make that color...for instance, I would click onto a green image and the program would tell me I would need blue and yellow to make that color. I don't want to know the web identifiers or hex variables. I want to be able to click on a color and the program will tell me which colors went into that color (by name) to make it that color...(kinda confusing I know...lol)...thanks
