Why does the Army issue it if...?

I've found several air force jackets from both of my grandfathers (one from WWII, one from Vietnam) and they haven't been used. Its pretty pointless if you ask me, but the armed forces don't want people complaining. Heres a better way to put it: "I'd rather have it and not need it, then need it and not have it." Then again, I'm not sure for your situation with the fleece. Maybe its for when your not on duty? Can't say for sure.
