Do congressman & governors have any sense of the future of others?

Several of them gear their decisions toward benefiting people & business that pay for their campaign rather than benefiting the people that voted them into office. After 1 term congressman get an automatic pension & full benefits until they die. If they aren't re-elected, they're still set for life. When they misuse tax dollars or get in trouble, they seem to have no sense of what they've done wrong. Politicians seem to try to make plans for the future of the gov't, but plans can change after a new one enters office (look at the space program). Do these crooks have any sense of how their actions or inactions affect people who aren't the crooks (lobbyists, corporate execs, etc) that helped fund their campaign & gave them perks & kick-backs?
